Sleeping Beefalo cannot be shaved

When attempting to use a razor on a sleeping beefalo, Inspect Beefalo is the only available action.

Steps to Reproduce

Hover over a sleeping Beefalo with a razor.

Go to bugs

I can't reproduce it.

Do you have any mods enabled? Can you please try to reproduce the bug without mods? Thanks.

The issue appears to be fixed after updating to the beta branch. I previously tested it on the stable branch. The razor works correctly now.
