Gnats cannot cross the land-water border despite flying.
Steps to Reproduce
1. Find a gnat in the painted sand.
2. Try to go near gnat, but never get catched by it.
3. Build a boat on lily pond or SW ocean, and quickly go on a boat while the gnat is on the land.
4. You will find that it is stuck at the border.
