Ballphins don't spawn and can't use spyglass on boats (Nintendo Switch Edition)

Ballphins don't spawn from their palaces unless you load the save while standing right beside them. They also don't turn on the lights either.  Spyglass cannot be used on boats, the redicle appears as if you were online but you're unable to use the action button.
