Amphibious mobs that are on fire are not extinguished by jumping into Lily Ponds

I accidentally woke up an Iron Hulk foot and it attacked a hippopotamoose, which caught fire, jumped into the lily pond, and was still on fire until the regular burn time ran out, heedless of the fact that it was wading through water. Then it jumped out again, got set on fire again, jumped back in, continued to burn, died while still on fire and produced four cooked meats.

Also the Iron Hulk foot kept trying to jump into the pond after it and getting stuck on the coastline border while it was in there, which probably shouldn't happen?

Steps to Reproduce

1. Go to a Lily Pond biome.

2. Set a Hippopotamoose on fire or stand nearby when another mob (like an Iron Hulk component) sets it on fire. If you attack it with a fire staff on land it'll immediately jump out and attack you, so you can't observe the aquatic burn time very well, but it still has this effect if you attack it with a fire staff or torch while on a boat.

3. Wait for it to jump into the water if it isn't already in the water.

4. Observe a creature surrounded by water, even partially submerged in water, somehow managing to still be on fire.
