I own Winona's "The Survivor" Heirloom Elegant head skin but it is not equippable at the beginning on the character selection page and is locked in my items treasury so I cannot save it on a skin preset either. I have equipped it before months(?) ago but recently noticed it's locked when I was browsing my items in-game. I am able to change to "The Survivor" skin using the wardrobe inside a game world though.
Steps to Reproduce
1. Own Winona's "The Survivor" Heirloom Elegant head skin 2. See it still locked in items inventory in-game and unable to save it to skins preset.
