Wildfires can trigger on stuff within sandstorm if the target player is outside of sandstorm

If a player is standing outside of sandstorm when the game tries to pick target for wildfire, stuff within sandstorm nearby can be selected as well because it only checks for the player to be within sandstorm. This is probably not an intended behavior since sandstorm should protect things from wildfires regardless of player's location.
