During some of the animations, the contour of the tiara becomes thinner, which causes the effect of "flickering".
Steps to Reproduce
Put on Walter's Moonbound skin. Provoke animations by taking off and putting on clothes. Watch the tiara.
I'm not sure how many animations are affected in total, but the cosmetics menu is where it's easiest to spot.
