Volt goat not arguing when hit with dumbbell

I tried to argue a volt goat with a dumbbell, but it didn't work. Is that a feature or a bug?

Steps to Reproduce

1. Go Wolfgang

2. Become mighty

3. Throw dumbbell at volt goat

Go to bugs

I have also experienced this issue. I threw a marbell to volt goat, it got hit but he didn't care and continued to run around
