When a pirate boat spawns carrying a sunken chest, the powder monkey designated to man the cannon is untargetable. Even destroying the cannon prevents the monkey from being targetable.
Steps to Reproduce
1) Wait for a pirate boat carrying a chest.
2) Put them to sleep with panflute.
3) Board their boat and kill all the monkeys.
4) Note the cannon monkey is not targetable.
