Twig bushes don't spawn

What you're experiencing isn't a bug at all. In Don't Starve Together there's a chance that the standard resources (berry bushes, saplings and grass tufts) will be replaced with variant resources (juicy berry bushes, twiggy trees and grass geckos respectively). You can disable variants under your world options by setting resource variety to classic.
