Surprising seeds are advertised as having a 60% chance from sunken chests generated after Day 150. If this is true then it might not currently work as intended.
The reason is because there are two presets that have chances of filling up the nine slots of a sunken chest before the seed rolls. Based on the calculations done on the attached thread, the “miner” preset has a 33% chance of rolling regular loot with no empty slots, and the “traveler” preset has a whopping 75% chance of rolling completely full.
Taken collectively these chances result in a scenario where 17.5% of chests are filled with loot before the seed chance rolls, meaning the total chance of a seed is effectively reduced to 49.5%.
To me the logical fix to this issue would be to roll the seed chance before eve the chest preset or any of the regular items are rolled. That would guarantee the 60% seed would not be cancelled in any instance where the chest fills up first.
Generate the listed preset chests and observe the instances where it fills with nine types of regular loot.
