Structure alignment is affected by the size of the world

In default size world(large), SA is locating the centre of turf.

But in other size such as small world, SA is locating the edge of turf.

And we need more SA options, e.g., 3x3, 16x16 and more.

Steps to Reproduce

Gen some different size of worlds and have a try.
