Sound settings remain zero

No sound when game is launched and the sound settings remain at zero and cannot be altered.

Steps to Reproduce

launch the game through steam and no sound can be heard.

open the settings and all settings related to sound are zero.

change them to 10 and apply. Doesn't work. Remain zero
