small texture settings doesnt change new textures

turning on 'small textures' only change old textures not the new HD ones

also, can i suggest to have "middle" resolution sprites? is kinda sad to have only the option of having HD textures or very low resolution ones

Steps to Reproduce

turn on small textures, relaunch the game, notice the game still has HD textures
