I'm a Chinese player. The same problem has occurred for a long time. Some mods work but others don't. Maybe some users can use mods normally while others can't. I had done all steps of the article but nothing has changed. Also, I tried many methods before this. It's worth noting that the failure mods are downloaded indeed, but they will be deleted automatically. For example, if I copy the mod folder in E:\STEAM\steamapps\Workshop\Content\322330\376333686 (A mod named Combined Status) and paste it to E:\STEAM\steamapps\common\Don't Starve Together\mods , It will work but just work, It won't marked as Steam workshop mod. I usually play DST alone, but I think it is not good for multiplayer games. However, If I rename the folder as "workshop-376333686"(like other mod folder) after paste it,  it will be deleted automatically when the game is running. Besides, this mod is a client-mod, but it is displayed as workshop-376333686 and in Server Mods list. There are some players bearing this problem, I have no idea to solving the problem as a player, I'm looking forward to your reply and fixing. If you need more details, I'll try my best.

I encountered the same problem, which lasted for a long time. I entered other people's rooms and prompted that the host mod version was too old.
