Pigmen currently list both Straw and Top hats as part of their drop loot pool. This is due to them pre-loading the hats in their files.
No other mob that can wear hats share this issue.
Steps to Reproduce
Click on and examine the respective tab in the scrapbook.
A developer has marked this issue as fixed. This means that the issue has been addressed in the current development build and will likely be in the next update.
