I guess whether or not its a bug is debatable, but the fact that the Klaus Sack just spawns into it, rather than replacing it, suggests to me that Scared Stiff plants should take precedence for a space occupied.
Steps to Reproduce
Place scared stiff plants at spawn locations.
Wait for the sack to spawn.
