This has been a thing for a while now, when you repair using any wood materials on a boat, the boat HP bar will blink red even though it's supposed to be green each time you increase its health,
Steps to Reproduce
Fix a damaged boat, use any/most wood materials that are applicable, see the boat HP bar blink red for the wrong reasons.
