Player Ghosts try to pathfind around rivers/ocean

Player Ghosts still try to pathfind around ocean tiles when using mouse to move, when there is no need to do this as they can float over water.

Changing the locomotor.pathcaps of the player ghost to allow the ocean in their path should resolve the issue.

Steps to Reproduce

1. Click on a piece of land on the other side of a ocean tile

2. Notice your player ghost pathfinds, even though there is no need for this.
