It's not at all consistent behaviour, with it being possible to place piers all the way up to the trunk of a giant tree, but only in a single lane of tiles, with placing tiles on either side of said line being impossible. Furthermore, there is absolutely no visual indicator to show the difference between these "no pier" tiles and normal shallow water. If this is intentional then the texture of these "different" water tiles should be changed to make it visually clear, since it is currently just confusing.
Steps to Reproduce
Try to place pier tiles within a waterlogged or salt stack biome (might need lucky world gen for the former). Whether or not you can place them will be totally arbitrary.
