I noticed that both opulent pickaxe and pick/axe take four swings to mine the suspicious marbles from moonstone events. My guess is that because the pick/axe efficiency is coded as 1.33, that three pick/axe swings would only be worth 3.99 normal pickaxe swings and not enough to break moonrock gargoyles. Setting the pick/axe efficiency to 1.34 seems like an easy fix to this issue.
This tendency towards awkward breakpoints with the pick/axe was previously reported by Misuto (IMO worded a bit more harshly than it needed to be):

Mine a suspicious moonrock statue with a regular pickaxe.
Mine another statue with a pick/axe.
Both take four swings.
