No world setting for Buzzards

You can't change Buzzard spawning frequency or anything after world generation for some reason.

Also, Buzzards can wander about 2 screens away from their spawners, which is weird and annoying as heck, but I'm not sure if it constitutes a bug.

Steps to Reproduce

1. Check World Settings.

2. See there's no Buzzard option.

3. See there's no Buzzard option.
