Mouse Scroll Wheel

Maybe check your key-binds in the controls option from the settings menu? (Settings -> Controls -> An option that lets you pick the zoom setting for the map; or just reset all your keys using the reset keys option).

It also sounds like you're using mods, so I would recommend disabling all of them and seeing if it's still an issue.

yeah, I have tried that and it still doesn't work. plus none of my extra mouse buttons work (mouse button 4 and 5 for example) it's like my mouse was incompatible with the game. but then I tried another mouse and it had the same issue. I uninstalled the game and everything, but no luck.    

I am having the same problem as well. Scroll works with everything else but DST. Disabled all mods, unbinded all controls, reset all controls, windowed/full screen mode, nothing works.
