Loot Stash not spawning every winter

Can you recall a location where it has spawned in the past? If so, is that location now occupied by a structure?

 

The only reason I can think of for this happening, assuming your mods arent messing it up, is that ALL spawn locations have structures in its way, preventing it from spawning.

If you block every loot stash spawner, the game will just choose whichever spawner has the least structures, break a few of them, and place the stash there anyway. So that can't be it.

So strangely enough, I tried to put the announce command in front of the countprefabs command and it actually said there was 1 in the world, while just using the countprefabs command says there are 0 in the world, and I did find that a loot stash had spawned. So I might've been missing them then, and assumed none had spawned because I was just using the countprefabs command which wasn't working properly. I will see what happens in the following winters. That is still strange though, what happened with the commands.
