J1-M1 Bug...

Sometimes after J1-M1(Bio Scanalyzer) scanned some organisms, he may glitch and stuck. He won't follow you and only disabling it will result working again properly(He will give bio data and blueprints before that...)

I don't know really... yeah...

Experienced this bug just now, myself. In my case it was scanning a shadow creature, and may have gotten stuck around the time when the game auto-saved.
