So I've had this issue for a week or so, at least one person reported it but their didn't get enough attention, because he thought that it was a Q/E key problem, yet I have another version - the chat closes on it's own !
Little rehearsal of all the things I tried to fix the problem: updating mods, turning off all the mods, "steam library > properties > local files > validate", deleting unneeded mods from the library, restarting the game, restarting the computer, resetting all the settings. As you may have guessed, NOTHING worked .
I also tested if it's really chat closing on it's own - I pushed Y , waited for few seconds and YES, it did close !
Just open the chat and wait for a bit, maybe write something . I don't really know what may cause this bug .
