The hammering/work sound can only be heard if you're right beside another player if you see them on your screen or are even like 4-5 tiles away and they are hammering something you hear no sound at all making it extremely odd.
The sound's 3d radius for being heard should be increased then other players can hear it if they see a player on their screen hammering something.

Stand a fair distance away from a player hammering something
