Gardening rigamajig not working

Does anyone else have this problem? No mods have been used, but the gardening rigamajig does not work. I don't know how to solve the mug. ;( If someone could help me, it would be greatly appreciated!

What did you do? Did activate it by selecting it with the mouse and choosing the tile to make the soil? It won't work if you just drop it on the floor?
