Fiend's Exoskeleton doesn't disables generic shoulder covers

Is the standard Wilson skin and any other skin with shoulder covers supposed to keep the covers when selecting "Fiend's Exoskeleton" as clothing?

It's looking a bit strange cause there's still Spider Hair behind the covers, it's also the only skin which doesn't disable them, other skins like Catty Costume remove the covers.
