As title says, reading everything encyclopedia does not let player prototype things that tackle receptacle allow, which is inconsistent with it granting access to crafts of think tank. Prototyping wooden ball bobber for Angler's survival guide book is one of the potential implementations of everything encyclopedia, as well as prototyping down feather float before 1st sailing session, yet impossible to do now because of bug.
Steps to Reproduce
1. Read everything encyclopedia.
2. Notice that tackle receptacle recipes were not unlocked, and be unable to craft Angler's survival guide before sailing.
