Dedicated Servers: Whitelist Does Not Work At All, Even For Worlds With Only 1 Total Slots

I made a dedicated server with a server slot of 1 and a whitelist slot of 1 with my KU_id. If I understood this right, it means that I should be the only one that could join my server.

However, this was not the case. Someone managed to join my server when I went to have some lunch.

For the devs, please leave a comment and I will pass along my dedicated server folder to you, as I do not want to upload it here.

Steps to Reproduce

I had it only set at 1. Having anymore is pointless cause the game is bugged and more than 1 whitelist slot doesn't actually work.

I've simply moved on and started using a password.
