COOLDOWN state for the Terrarium uses quote for default state

I know there is a quote for an empty Terrarium because I've seen it in the speech_character files between WAITING_FOR_DARK and SPAWN_DISABLED, but when I examine it in-game it uses the same quote as a fresh Terrarium. I've personally seen this as Wortox and as Wolfgang, so it doesn't seem to be a problem with one character's speech strings.

Steps to Reproduce

Locate the Terrarium as any character. Summon and kill the Eye of Terror the next night. Examine the ensuing empty Terrarium.
