If the merm houses are built after putting kelps inside the communal kelp dish, the respawn timer for merm houses won't become faster. You need to empty and put the kelp again, in order to make the respawn timer short.
Steps to Reproduce
1. Build communal kelp dish first.
2. Put kelps inside.
3. Build merm houses around the communal kelp dish.
4. The respawn timer does not get shorter.
5. Empty communal kelp dish, and put the kelps again.
6. The respawn timer gets shorter properly now.
