Characters don't use their own generic action fail quote

Been under my nose forever but I didn't realize it until a friend asked me to report it. All characters say "I can't do that." whenever they fail some actions. They're all supposed to say something unique, but it will always fall back to Wilson's one :

Willow's ACTIONFAIL_GENERIC is : "I can'tttttt."
