I cannot give the sixth Phasmo-Encapsulator to Wagstag after I left the island (I already gave him 5) He keeps saying : "Hm, see if you can capture me another variety." and "I have enough of these. I need something special, something more... powerful."

So how can I activate W.A.R.B.O.T?

Steps to Reproduce

I forgot 1 Phasmo-Encapsulator at my base so I just gave Wagstag only 5, then when I come back, I cannot give him the last one.

You need to give Wagstaff the alternative drone type for the first rime (more specifically, the one you get from the greater gestalt/grazer)
