Cannot add a new mod to server, continually says ODPF failed entirely

Hello, I host a dedicated server with roughly 65ish mods; on trying to add two new mods, one of the mods was added and loads just fine, but the other mod continuously refuses to download despite me adding it to my dedicated_server_mods_setup.lua correctly (I use ServerModCollectionSetup, and the mod Insight (Show Me+) is added to the collection and fully visible) 

On trying to launch the server though, it continually says "ODPF failed entirely" when it comes to downloading Insight. When I checked on what initially happened, I saw that the mod's files were almost all missing, save for internal directories in the mod.

After relaunching the server several times to no avail, I then proceeded to manually add the mod files in from my desktop client's mod files. To my surprise, relaunching the server still did not load up the mod; the OPDF error was still present in the logs as well. I am unsure of what to do next, I have tried basically everything I can think of. Please help! modoverrides.luaserver_log DST_J2 02_10_23.txt

Steps to Reproduce

1. Have a very large collection of mods, like the server I host (which uses these two collections: Steam Workshop::Don't Starve Together Mod Collection: More Characters 2 (steamcommunity.com)

2. Host a server.

This was a problem with appworkshop_322330.acf file which is managed by Steam. The fix in this case was to get this file into a working state so the game can see the content it was wanting through the Steamworks API.
