As an administrator, I can't pause my world.

Hello @zrt0302, welcome to the forums. Based on your logs. Your issue might be caused by a control conflict based on the many different mods you have enabled. Does the issue still occur if you do not have any of your mods enabled? Start with hosting a new clean and modless world, and see if Pausing is still causing issues for you or not? 

If the Pause is not having issues in a modless world, then it's very likely due to one of your mods used. All server-mods and client-mods must be disabled to rule the mods out as a possible cause of the issue.

Another test to try is to set the Pause option into another hotkey, to really rule out the "p" key is causing any issue.

Also, if you are hosting the server, the server_log.txt located in the master folder of your dedicated server folder, should also be uploaded. That text file may give more information as what could be going wrong if it's not a mod related issue. What you uploaded were the client_log.txt and dxdiag.txt only.

I can confirm this is happening on my instance as well. No matter what I set the pause key to, the server will pause and after one frame, it instantly unpauses again. The logs say "Server Paused" and then immediately "Server Unpaused". 

After testing with a completely blank vanilla server, it is possible to pause, so it definitely is a mod that is causing a conflict. 

OP, list what mods you are using and let's see if I we can find a culprit. Here's mine:
