You need to hold ALT to see the correct wetness prefix of mobs in the water when holding a tool, as demonstrated by this puffin. This issue occurs for mobs on the mainland as well for when stuff is wet, like during Spring time. Gif here:

Steps to Reproduce
Get a wet environment. Don't hold anything in hand. Hover over a puffin or mob (doesn't have to be in ocean). See that it has wetness prefix. Hold something in your hand that's not wet (tool/weapon). Hover over a mob. See that the incorrect wetness prefix is being displayed.

A developer has marked this issue as fixed. This means that the issue has been addressed in the current development build and will likely be in the next update.
