Tin Fishin' Bins are unable to be built on a dock, despite there being water underneath where the net of the bin can actually go, making logical sense to be able to build it on a dock.
Fire Pumps also do not spit out water, despite docks being accessible to water underneath.

1. Try to build fishing bin on dock, cant
2. Try to use fire pump on dock, doesn't work
