Thermal circuits disable heating/freezing overlays when unpowered

When you have a refrigerant/thermal circuit plugged in, they will disable the heating/freezing overlays even if you don't have enough charge to power them.

Steps to Reproduce

1) Plug in thermal/refrigerant circuit

2) Drain your charge so that the circuit lacks proper power

3) Freeze/overheat

Go to bugs

you need to chose a skill in skill tree. in order to keep the circuits active even when unpowered. this "bug" is intentional by design

What? I'm not talking about warm standby, I'm talking about the overlays that appear on your screen when you're about to start taking overheating/freezing damage, those behave weirdly when a refrigerant/thermal circuit is plugged in/removed. This report has nothing to do with the warm standby skill.
