This is clearly an attack, but it lacks the "attacker" parameter.
This means that it will not be affected by the electrocute_recovery_delay (aka named "electric shock resistance" in the community)
Also, if a mob is attacked by Terramite or Warbler, it will not fight back, even though Terramite and Warbler is a viable combat target.
Steps to Reproduce
Let a non-player mob attacked by them within a short period of time, the frequency at which it enter shock state will not decrease.
