In new worlds, Wagstaff will always try to build his structures near the junkyard, making it easy/convenient to track them down. However, worlds that have the junkyard retrofitted do not get this benefit, and the scrap will continue to build them around the map. I imagine it should be possible to pick a spot near the junk piles that isn’t water to serve as an area for Wagstaff to place the structures nearby.
-Launch an old world main branch in the beta branch. The junk piles should spawn if no error occurs. If needed, defeat the celestial champ and enable rifts to allow Wagstaff to start spawning the scrap structures
-Notice how the structures are still spawned randomly, when they do spawn
-Make a new world in the beta, and spawn/defeat the champ and enable rifts in that world. The scrap structures should always prioritize spawning in the junkyard than anywhere else.
