Powder monkeys without cutless steal players' inventory on their own

As the title mentions, before update 513098 powder monkeys without equipment is neutral to players with items, and they cannot knock items out of players' inventory as their brethren with cutless do. This is no longer the case currently. I don't think they're supposed to be like this, since the cutless is what enables monkeys to steal?
 

Steps to Reproduce

Step 1. stuff your inventory
Step 2. summon a powder monkey without cutless via console command/unnatural portal
Step 3. the monkey automatically steal

This is new behavior for them, but basically all the powder monkeys were given innate thieving abilities. The Cutless' just allow other people to emulate the monkey's natural skills.
