Improved horticulture doesn't allow giant crops

Wanted to raise this since apparently the upgraded horticulture book tends plants / applies nutrients / etc., but still can't grow giant crops. This seems like a lot of trouble to go to for an extra seed at the end, so I was wondering if this is actually intended?
