If you try to douse a structure that has a larger physical radius than the absorption radius of willow's lighter, then she cannot douse many fires in the game. Slurtle mound is one of the largest burnable structures in the game for reference.
I posted a bug about this when water can was released, it could not douse fires on slurtle mounds previously, but was fixed.
Steps to Reproduce
light tent or slurtle mound on fire and try to absorb fire.
