sometimes during world gen salt licks and sea stacks could get generated in shallow waters allowing players to build docks which are immune to sea weeds and cookie cutters thus you could freely and safely harvest the biomes

Steps to Reproduce

find shallow waters salt stacks / sea stacks (plant sea weeds)

build docks to them

profit

Some world generations will have a decent amount of shallow water going to key resources. When it happens and a player wants to build docks to it from land it is not something we want to interfere with.
