Completing the Restrained Static Containment also causes the experiment to fail

As the title states, completing Wagstaff's Restrained Static containment also results in it failing at the same time (indicated by Wagstaff's fail dialogue playing). It appears to still spawn the Restrained Static, but as failing also currently results in a disconnect not much information can be gained about the bug's properties.

Steps to Reproduce

1) Activate the Moonstorms
2) Find Wagstaff's experiment
3) Complete the experiment
4) Observe as it enters a quantum superposition of success and failure
