The extra damage isn't applied to the next attack within 5 seconds after successfully blocking an attack.
For some reason punching bags show that the attack is getting the 10 extra damage, but testing with debug spawned enemies slightly above the Ronds base damage shows that it definitely isn't working right.
Steps to Reproduce
Spawn a spider with exactly 64 health (c_spawn("spider").components.health.currenthealth = 64)
Block attack
Attack immediately afterward
Observe that the spider is still alive even though the damage bonus should be the hit to 73.8

A developer has marked this issue as fixed. This means that the issue has been addressed in the current development build and will likely be in the next update.
