“Mine” command with spin hits neutral mobs

If intended then so be it but I was very surprised when an action to mine a statue with a brightshade hammer aggroed a swarm of nightmare creatures while wearing a bone helm. My assumption was that a work command, not an attack command, would not target mobs.
