Add up/down arrows to consumables window

Currently the consumables are either checked/unchecked. When a duplicant has multiple foods checked for them, they will always eat the highest quality food regardless of their morale needs. If the higher quality foods are unchecked and the lower quality foods run out, the duplicants will begin to identify "Unpermitted food".

If the consumables window allowed for up/down arrows, similar to the priorities window, we could prioritize the food. In other words, we could prioritize lower quality food for lower morale requirements / higher quality foods for higher morale requirements, but still allow the duplicants to eat non-preferred food in case of shortage.

Doing this will allow us to more passively manage allowed food rather than waiting for an "Unpermitted food" alert and updating the checkboxes.
